I've never tried it, but it might work. Use this to find your User Data directory - where Chrome's cache folder is kept:. Once you get there and make sure Chrome is closed , right-click that folder, and check the checkbox that makes it read-only. Then click Ok or Apply. When I turned off the write permission, Chrome stopped working. It would not refresh an existing page and would not open a new page. Once I allowed write permissions, pages started displaying again. What I don't understand is why Google doesn't offer this on an upgrade rather than having us try to figure out how to do it.
It's obviously something that people would like to control. Google is usually good at responding to users needs and I'm sure that they read these forums. This question has gone un-answered for a year now.
